Configuration deploy error when fenceMode=4

I'm attempting to automate deployment in lab manager using the SOAP web service.

All other commands I have tried work fine but ConfigurationDeploy does not work correctly.

I can deploy with fenceMode=1 without problem but I need the fenceMode=4 if I am going to access the machine externally.

When I try to do a ConfigurationDeploy with fenceMode set to 4 I get this error message:

Deploy time network fenced mode selection must be on either none or on all physical networks.

Has anyone seen this message or have any thought on what it might mean?

Edit: This is a single machine configuration so I don't even know how it couldn't be on none or all physical networks.
